Vallejo Housing Authority 

The Housing Authority of the City of Vallejo is now open for the following services:
  1. Self-service kiosks. These are newly installed automated machines that can be used to submit completed HACV forms or documentation. Machines can scan and instantly send documents to staff, providing email receipt.  Participants may also complete HACV forms and submit them on the spot. Waitlist status may also be accessed.

     

  2. Drop-in service. This is for program participants who need a quick in-person consultation with their assigned Housing Specialist during the allotted time as indicated below. Should inquiry require more than 10 minutes, participants will be given an appointment.

ABOUT

The Housing Authority of the City of Vallejo (HACV) administers the Housing Choice Voucher Program, which provides rental subsidy assistance to low-income families and individuals.

We are committed to providing housing for everyone through promoting housing affordability, access, fairness, dignity, and stability for our residents and workers. Our goal is to provide innovative programs and services in accordance with our mission to improve the living environments and the quality of life for the low and moderate-income families residing within Vallejo's diverse communities.

The HACV also offers various other programs to facilitate improving the quality of life of families of Vallejo. These programs include our Project-Based Voucher Program, Family Self-Sufficiency Program, Veterans Affairs Supportive Housing, and a Section 8 Homeownership Program which are available to participants in the Housing Choice Voucher program.

The City of Vallejo promotes fair housing and makes all programs available to families regardless of age, race, color, religion, sex, national origin, sexual preference, marital status, or disability.

The Housing Authority of the City of Vallejo was established by City Council Resolution No. 27822 N.S. on June 8, 1942. The Authority establishes its own by-laws.

    The Housing Authority of the City of Vallejo (HACV) is pleased to announce the Housing Choice (Section 8) Voucher interest list opening on February 20, 2024, at 8:00 am Once the interest list opens, preliminary application forms will be available to complete here.

    The interest list will close on March 5, 2024, at 5:00 pm. Following closure, HACV will conduct an electronic lottery drawing to select preliminary applications to be placed on the waiting list, making them eligible for consideration for a Housing Choice (Section 8) Voucher.

    The Housing Authority of the City of Vallejo (HACV) is excited to announce the imminent opening of the Housing Choice (Section 8) Voucher interest list, providing an opportunity for affordable housing soon. Once the interest list opens, preliminary applications will be accepted here.

  • December 27, 2023 NOTICE OF UNCLAIMED FUNDS: Pursuant to California Government Code §50051, the Finance Director of the City of Vallejo announces the identification of unclaimed monetary sums, held for over three (3) years, which will become the property of the City of Vallejo on February 2, 2024. Interested parties are invited to file a claim before said date, providing their name, address, claim amount, grounds, check details, and the sum specified in this notice. The Finance Director holds the discretion to accept or reject any claim, with a 15-day window for rejected claims to file a verified complaint seeking fund recovery. This notice serves to inform and encourage timely action to address unclaimed funds, ensuring a fair and transparent process in accordance with the specified legal provisions.     • December 7, 2023 - HOUSING SUCCESSOR AGENCY ANNUAL REPORTThe Annual Report regarding the Low- and Moderate-Income Asset Fund (LMIHAF) for Fiscal Year (FY) 2022-23 is scheduled to be reviewed by the Housing Authority of the City of Vallejo on December 19, 2023, for submission to the California Department of Housing and Community Development by no later than December 31, 2023.     • February 9, 2023 - NOTICE OF PUBLIC HEARING FOR THE ANNUAL PUBLIC HOUSING AGENCY PLAN FOR FISCAL YEAR 2023-24 The Housing Authority of the City of Vallejo is required by the U. S. Department of Housing and Urban Development (HUD) to prepare an Annual Public Housing Agency (PHA) Plan for its Housing Choice Voucher Program.     • December 1, 2022 - HOUSING SUCCESSOR AGENCY ANNUAL REPORT The Annual Report regarding the Low- and Moderate-Income Asset Fund (LMIHAF) for Fiscal Year (FY) 2021-22 is scheduled to be reviewed by the Housing Authority of the City of Vallejo (HACV) on December 13, 2022, for submission to the California Department of Housing and Community Development by no later than December 31, 2022. The City must adhere to expenditure limits and annual reporting related to housing assets of the former Vallejo Redevelopment Agency that are now held by the Housing Successor, the HACV.     • January 17, 2020 - HACV FIVE-YEAR PLAN FOR FY 2020-25 AND ANNUAL PLAN FOR FY 2020-21 The Housing Authority of the City of Vallejo (HACV) is required by the U. S. Department of Housing and Urban Development (HUD) to prepare a Five-Year Plan once every 5th fiscal year and an Annual Plan every fiscal year. The HACV's current 5-Year Plan was prepared and submitted to HUD in 2015. Anyone interested in commenting on the plans is invited to attend a public hearing scheduled by the Vallejo Housing Authority on Tuesday, March 24, 2020 at 6:45 p. m. in the Council Chambers of City Hall, 555 Santa Clara Street.     • October 3, 2019 - HACV TENANT COMMISSIONER VACANCY The City of Vallejo is requesting applications to serve on the Housing Authority of the City of Vallejo. Applicants must be a participant in Housing Choice Voucher Program at the time of application. In accordance with Health & Safety Code Section 34272(a), tenant commissions shall be appointed for a term of two years. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration here.
    • September 19, 2019 - VALLEJO HOMELESS NAVIGATION SHELTER In May, Vallejo City Council approved the use of Fiscal Year (FY) 2019-20 Community Development Block Grant (CDBG) Program funding in the amount of $658,842 for the acquisition and construction of a public facility for a navigation center to address the needs of the homeless population. Last month, City staff identified a potential location for the proposed center. In the coming month, City staff will provide a recommendation to the Vallejo City Council for consideration of the property. For more information, please click here to view the press release.
    • September 16, 2019 - SOLANO COUNTY OPENS ITS SECTION 8 WAITING LIST The Solano County Housing Authority is opening its Housing Choice Voucher Section 8 Program Waiting list starting Tuesday, September 17, 2019 at 8:30 a.m. through Monday, September 23, 2019 at 5:00 p.m. Please read their flyer here.
    • September 3, 2019 - SECTION 8 TEXTING SCAM If you have received a text message suggesting that the Vallejo Housing Authority's Housing Choice Voucher/Section 8 Program waiting list is open for registration, this is a phone scam and is not affiliated with the HACV or HUD. The HACV does not send text messages nor will collect any information from the public via text messages.
    • August 28, 2019 - REQUEST FOR PROPOSALS We are inviting developers and owners of property within the Vallejo City limits to submit proposals for the Section 8 Project-Based Voucher Program. Please click here for the official notice. Proposals must be received on or before October 10, 2019 at 4:00 PDT.
    • Rental House Price Gouging
    1. On June 27, 2019, the City Manager signed a seven-day emergency proclamation that will prevent price gouging and cap rental increases at 10%, consistent with the executive order issued by Governor Brown in 2017. With this emergency proclamation in effect as of June 27, landlords are prohibited from raising rents more than 10 percent annually and, if they do, they may be criminally prosecuted. This action taken by the City prevents any increases of over 10% at both Strawberry Hill and Holiday Gardens, as well as the other properties contemplating increases beyond 10 percent.     2. On July 3, 2019, a special City Council meeting was held to ratify the
      Proclamation of Emergency by the Director of Emergency Services of the City of Vallejo issued by the City Manager/Director of Emergency Services on June 27, 2019. Staff was directed to revise the Vallejo Municipal Code to include a Price Gouging Ordinance.
    3. On July 16, 2019, a special City Council meeting was held to adopt the 30-day urgency ordinance with a retroactive effective date of July 1, 2019 and renewal for up to two years, with a super majority vote (5 affirmative votes). Read the Staff Report and Emergency Ordinance of the City of Vallejo Adding Chapter 7.300 (Prohibition on Price Gouging) to Title 7 (Public Health Safety and Welfare) of the Vallejo Municipal Code to Impose Prohibition on Price Gouging During and Following a Declared Emergency here.
    4. On August 1, 2019, a special City Council meeting to renew the Price Gouging Ordinance for another 30 days. Read the Staff Report and the Resolution of the City Council of the City of Vallejo Reaffirming the Proclamation of Emergency by the Director of Emergency Services Dated June 27, 2019 and Modifying the Time Period in Resolution 19069 for Future Reaffirmation here.
    5. On September 13, 2019, the Governor of the State of California is scheduled to sign Assembly Bill No. 1482 to cap rent increases effective January 1, 2020 through December 31, 2023. Read AB 1482 here.
    6. On September 24, 2019, the City Council adopted the 60-day reaffirmation of the emergency proclamation.
