CITY CLERK ELECTION INFORMATION

The City of Vallejo General Municipal Election is held in November during even-numbered years. The City Council is composed of six Councilmembers who are elected by-district and a directly elected Mayor. Councilmembers serve for staggered terms of four years. The Mayor is directly elected and serves for a term of four years. Per the Charter, no elective officer may hold office for more than two consecutive four-year terms as either mayor or councilmember, nor serve in both offices of mayor and council member for longer than three consecutive four-year terms.
In 2020, the Vallejo City Council elections transitioned from at-large voting to district-based voting. The City has divided into six districts and only the voters in a district decide who will represent that district. Voters will elect Councilmembers to represent Districts 1, 3 and 6 during the November 5, 2024, General Municipal Election. Voters will also elect a Mayor who will be elected at-large.
The nomination period for candidates opens at 8:30 a.m. on July 15, 2024 and closes at 5:00 p.m. on August 9, 2024. If an eligible incumbent fails to submit nomination papers by the deadline, non-incumbent candidates will have until 5:00 p.m. on August 14, 2024 to file nomination papers. This extension is not applicable when there is no incumbent eligible to be elected.
Eligibility and Candidacy
To be eligible to run for office for Councilmember for any given district, a candidate must be a resident and elector of the district they are running for at least thirty (30) days preceding the last day for filing of nomination papers. For Mayor, candidates must be a resident and elector of the city for at least thirty (30) days preceding the last day for filing of nomination papers. Registered voters in Vallejo must be U.S. citizens, residents of Vallejo, 18 years of age or older on the date of the election, and not in prison or on parole for a felony conviction.

Councilmember seats from Districts 1, 3 and 6 will be up for election on the November 5, 2024 General Municipal Ballot including the Mayoral seat, which shall be elected at-large.

Nomination Period
This is the period when individuals officially receive, circulate and file nomination papers for candidacy.

Appointments to take out and file nomination papers are required with 24 hours notice. In person appointments will be scheduled Monday through Friday with the first appointment available at 8:30 a.m. and the last appointment at 4:30 p.m. Double booking of appointments is not allowed. The City Clerk will begin to schedule appointments not early than July 1, 2024.

Voter Registration
Voters qualify for registration by being a U.S. citizen, aged 18 years or older, a resident of Vallejo, and neither in prison nor on parole for a felony conviction. Re-registration is required if you have moved since you last registered, changed your name, or changed your political party affiliation.

The registration deadline is 15 days before an election. For the November 5, 2024 General Election the deadline to register to vote is October 21, 2024. You may register to vote online at the California Secretary of State's website. There are two Pre-Election filing periods for candidates during the election cycle, which occur in even number years.

The addresses of private citizens have been redacted to insure privacy provisions when posted on the web. Campaign contribution forms are public records and are available, unredacted, for review during business hours in the City Clerk's Office. Copies are available upon request; the copying charge is ten cents ($0.10) per page.
AB 571 Contribution Limits: City and County Candidates

In 2019, the Legislature enacted Assembly Bill 571 (“AB 571”), which amends the Elections Code and Government Code to establish campaign contribution limits for elective city offices in a city in which the local government has not established a campaign contribution limit, which is the case for the City of Vallejo. 

Effective January 1, 2023, the State campaign contribution limit for candidates for city elective offices will be $5,500 per contributor for each election, subject to certain exceptions, and is subject to adjustment every two years by the Fair Political Practices Commission based on changes in the consumer price index.  AB 571 allows a city to establish a campaign contribution limit that is higher or lower than the State default limit as long as those limits were in place prior to January 1, 2021. If a city does not have its own campaign contribution limits in place prior to January 1, 2021, the State campaign contribution limits established in AB 571 will apply in that city. The State campaign contribution limit applies only to candidates and not to ballot measures.

The State campaign contribution limit for cities is the same campaign contribution limit for “elective state office other than a candidate for statewide elective office” (i.e., members of the State Assembly but not Governor) under Government Code Section 85301(a). Section 85301(a) sets the campaign contribution limit at $3,000, however, the FPPC has adjusted the limit every two years since the section was enacted so it is currently $4,700 per contributor for each election under Section 18545(a)(1) of the Fair Political Practices Commission (FPPC) Regulations.

If the State campaign contribution limit is in effect in a city, which will be the case for the City of Vallejo, the FPPC will enforce violations of the campaign contribution limit.
