City of Vallejo – Residential Rental Inspection Program Webpage Information

On November 8, 2011, Vallejo voters approved Measure B.  This one percent sale tax targets eight categories of civic work.  A key focus of this work targets Public Safety and Quality of Life Preservation along with preservation of housing quality based on the concerns and interests raised by the community and City Council.  Measure B funds have allowed the City to successfully address nuisance problems related to single family homes through the Neighborhood Law Program.  However, issues and concerns about safe, decent and sanitary rental housing persist.  Almost 40% of the housing, or 16,223 dwelling units in Vallejo are rental.  City staff continue to receive a high volume of rental housing complaints.  

In FY 2013/14, the City Council set aside $55,000 of Measure B funds for the creation of a Residential Rental Inspection Program.  This past fall, staff began exploring residential rental programs throughout the Bay Area.  Research has focused on programs operated in Berkeley, Concord, El Cerrito, Hayward and Richmond.  In November, staff began meeting with key community stakeholders (i.e., rental property owners and managers, neighborhood and business groups) to explore potential program components, and public engagement and outreach approaches.  This group will continue to meet through 2016.  In addition, the larger community will have a variety of opportunities to provide feedback.  The Residential Rental Inspection Program will likely become effective 2017. The tentative timeline is listed below.
